Congratulations on your upcoming wedding. When are you getting married? Your partner will need to apply for a visitor visa first in her own right and once you both start living together in New Zealand, then she can apply for a partnership based visitor visa.
You need to make sure that she can prove:
1. Sufficient funds
She needs to have sufficient funds to be able to cover her living cost while she is on a visitor visa
2. Evidence of wedding and a genuine relationship with you
Even if she is applying for a visa on her, it is still advisable to submit supporting evidence which will assist in proving that she is a bonafide temporary applicant.
3. Character and Health requirements
Based on the duration of the visitor visa she may or may not need PCC and Medical. If she is intending to come to join you then it is advisable to submit these with the application anyways.
